Job Purpose Safety/Maintenance: The Fleet Safety/Maintenance Manager manages the operations for approximately 80 – 120 trucks and 700 - 1000 trailers comprised of one or more locations. In addition, outside vendor relationships are the responsibility of the Fleet Safety/Maintenance Manager. The Fleet Safety/Maintenance Manager is responsible for ensuring that financial requirements are being met while balancing the needs of the customers against the requirements of the business. This position is also responsible for ensuring that the location is in compliance with, and properly executing all key company processes, standard operating procedures, and standard repair practices. The Fleet Safety/Maintenance Manager will be responsible for parts inventory management and ordering. In addition, the Fleet Safety/Maintenance Manager is responsible for the strategic leadership, development, and execution of all safety and compliance initiatives across the organization’s commercial motor vehicle (CMV) operations. This role plays a critical part in fostering a culture of safety and regulatory compliance, ensuring alignment with all applicable federal, state, and local regulations, including those mandated by DOT and FMCSA and OSHA. The position will oversee accident prevention, driver training, fleet safety monitoring, regulatory audits, and performance improvement initiatives across RJW Transport.
Essential Duties and Responsibilities Maintenance:
- Responsible for the oversight of work analysis, vehicle planning and scheduling, scheduling and assigning work to technicians, productivity tracking and optimization, shift and shop meetings, and PO review and approval
- Directly involved in labor planning by evaluating incoming work and allocating resources, balancing shift schedules, establishing operating hours and level loading work load to maximize efficiency and productivity
- Responsible for optimizing labor at the shop and outside repair
- Financial management – Directly involved in strategic financial planning by developing budgetary forecasts and implementing cost control measures related to maintenance operations budget
- Identify potential and preferred vendors for specific facilities and vehicle maintenance services
- Responsible for ensuring accuracy of third party invoices and the quality of work outsourced to vendors
- Responsible for parts inventory management and ordering
Key Responsibilities
Driver Behavior and Compliance
- Promote safe, compliant behavior among all CMV operators and employees by developing and enforcing company-wide safety protocols and DOT/OSHA compliance standards.
- Monitor the in-cab camera platform(s) for alerts, violations, and risk indicators, coach drivers proactively, document actions, and track driver safety scores.
- Coordinate ride-along training and other driver behavior-based coaching programs.
Incident Management and Investigation
- Lead investigations into all accidents and incidents involving company vehicles or facilities to determine root cause, responsibility, and necessary corrective actions.
- Travel to incident sites as needed to conduct thorough investigations and engage directly with employees and stakeholders.
- Interface with insurance carriers to ensure timely and accurate reporting and claims resolution.
- Maintain and update all accident and incident reporting logs, including the OSHA 300 log and annual DOT-recordable accident log.
Regulatory Compliance and Reporting
- Develop and maintain all CDL driver qualification files, general employee safety files, and ensure strict adherence to DOT recordkeeping requirements.
- Coordinate with the National Association of Small Trucking Companies (NASTC) to administer a compliant random drug and alcohol testing program for CDL holders.
- Run and evaluate background checks and MVRs for applicants and existing employees; ensure bi-annual MVR reviews and annual FMCSA Clearinghouse limited queries.
- Maintain accurate and up-to-date vehicle licensing and registration records (including IFTA/IRP systems and in-cab documentation portfolios).
- Stay abreast of regulatory changes and ensure company compliance with DOT, FMCSA, OSHA, and other governing agencies.
Training and Development
- Develop and execute comprehensive safety training and education programs tailored for drivers.
- Coordinate mandatory ongoing training required by regulatory bodies and insurance carriers.
- Lead general safety meetings and ad-hoc refresher courses in response to incidents or compliance changes.
Fleet and Facilities Oversight
- Conduct regular safety inspections and internal audits of vehicles, facilities, and equipment to proactively identify and mitigate risks.
- Support the safety aspects of new site start-ups through travel-based onboarding, training, and environmental assessments.
- Maintain records of annual vehicle maintenance reports and oversee updates to fleet maintenance spreadsheets.
Leadership, Communication, and Culture
- Serve as a subject matter expert on safety, compliance, and risk management strategies.
- Partner with operations, human resources, and fleet maintenance to ensure safety is embedded in all organizational processes.
- Track, document, and follow through on all disciplinary actions related to safety violations and attendance, up to and including termination.
- Foster a strong culture of accountability, transparency, and continuous safety improvement across all levels of the organization.
Qualifications
- Bachelor’s degree Transportation Management, Logistics, or a related field (required); advanced degree or certifications.
- Minimum of 5-7 years of experience in transportation safety management
- Deep knowledge of DOT, FMCSA, and OSHA regulations and compliance requirements.
- Demonstrated success in developing and maintaining comprehensive safety programs in a transportation or logistics environment.
- Familiarity with fleet telematics and driver monitoring platforms
- Strong analytical, communication, and problem-solving skills.
- Ability and willingness to travel regularly to field locations, including during new site launches and for time-sensitive safety-related investigations.
Language Skills Sets:
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, and customers.
Mathematical Skills:
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Computer Skills:
- To perform this job successfully, an individual must have knowledge of Business Operating Systems, Internet software, Word Processing, and Spreadsheet
