Job Description

Determining compensation for this role (and others) at Vaco/Highspring depends upon a wide array of factors including but not limited to the individual's skill sets, experience and training, licensure and certifications, office location and other geographic considerations, as well as other business and organizational needs. With that said, as required by local law in geographies that require salary range disclosure, Vaco/Highspring notes the salary range for the role is ($30/hr-$33/hr). The individual may also be eligible for discretionary bonuses, and can participate in medical, dental, and vision benefits as well as the company's 401(k) retirement plan.

Position Summary:

Our client is seeking a detail-oriented and experienced Payroll Specialist with specialized expertise in Certified Payroll to support their growing payroll operations team. This role plays a critical part in maintaining compliance with federal, state, and local prevailing wage laws-particularly under the Davis-Bacon Act-by ensuring timely, accurate, and complete reporting of certified payroll data for public and government funded projects. In addition to certified payroll responsibilities, this position will also serve as a key backup for regular weekly payroll processing. This includes preparing, auditing, and reconciling payroll in Paycom, ensuring accuracy in wage calculations, deductions, tax withholdings, and timekeeping entries. The analyst will support the Payroll Manager in executing payroll runs, correcting errors, and maintaining compliance with internal policies and federal/state regulations. The ideal candidate will be highly organized and process-driven with a strong working ethic. Experience in the construction, heavy equipment, or industrial services industry is strongly preferred.

Responsibilities:

Certified Payroll:

  • Process weekly certified payroll reports in compliance with local, state, and federal regulations.
  • Ensure accuracy and consistency of job classifications in alignment with Department of Labor standards.
  • Maintain a certified payroll tracker for audit readiness and internal reporting.
  • Build and manage a portfolio of registered and approved apprentices for certified payroll projects.
  • Submit WH-347 and other required forms through LCPtracker, eMars, and similar platforms.
  • Monitor changes in wage determinations and ensure timely updates to payroll systems.
  • Audit certified payroll data to identify and correct discrepancies.
  • Collaborate with the Payroll Manager to understand prevailing wage requirements and restitution processes.
  • Maintain documentation in accordance with company policies and regulatory requirements.

Regular Payroll Support:

  • Serve as backup for processing regular weekly payroll using Paycom.
  • Prepare, audit, and reconcile timecards, wage data, and deductions.
  • Ensure compliance with tax regulations and internal controls.
  • Assist in the resolution of payroll discrepancies and employee inquiries.
  • Support accurate processing of new hires, terminations, promotions, and transfers in the payroll system.
  • Maintain confidentiality and accuracy of employee pay records and personnel data.
  • Identify and recommend process improvements to increase payroll accuracy and efficiency.

Qualifications:

  • Minimum of 4 years of direct experience in certified payroll processing.
  • Minimum of 2 years of experience supporting regular payroll operations.
  • Strong knowledge of the Davis-Bacon Act, prevailing wage laws, and certified payroll regulations.
  • Solid understanding of payroll best practices, tax withholding rules, and wage law compliance.
  • Proficiency in LCPtracker, eMars, WH-347 reporting, and government compliance systems.
  • Experience with Paycom payroll software is required.
  • High level of attention to detail, accuracy, and ability to meet strict deadlines.
  • Strong organizational and communication skills.
  • Ability to work independently and collaboratively in a team environment.
  • Proficient in Microsoft Excel and payroll reporting tools.
  • Experience working in a construction, heavy equipment, or industrial services environment preferred.
  • Fast-paced, deadline-driven environment with occasional urgent project needs.
  • Must be available to support weekly payroll cycles and month-end reporting requirements.
